Visual studio 2015 community – Installation stucked with LocalESPCui for fr-fr Dev12

Note: this article is a bit outdated since the version of Visual Studio is now 2017. The instruction to download the ISO are not valid anymore. You should be able to get the version 2017. However if you need the version 2015, here is the direct link to download the ISO (english version): (thanks to Fredward)

I needed to reinstal Visual Studio 2015 community because the designer failed to launch when coding an Universal Windows 10 App. But during the uninstall, it was stucked at LocalESPCui for fr-fr Dev12

To solve the problem, I looked at the log file in : C:\Users\Username\AppData\Local\Temp
Make a search with the term


My log file was dd_vs_community_20160116163234_005_Windows_EspC_LP.log

We can see that the name is dd_vs_versionOfVS_timestamp_Platform_software.log

Inside that log, there were those lines :

It indicated me that the LocalESPCui for fr-fr Dev12-x86_en-us.msi file was missing and it gave me the location C:\ProgramData\Package Cache{CB1D5B0B-5F6C-D267-8729-494D5B676E37}v8.100.25984\packages\EspC\

I just needed to get this file. The only solution I found was to download the ISO installation image for Visual Studio 2015 Community (the french edition in my case) from and take the needed file from there.
So I copied/pasted the files from this I:\packages\EspC to the needed folder. And boum! It works.

In order to get the ISO file, you must scroll down the page and click on the correct product like the following image:

After that, I force the uninstall again with

vs_community.exe /uninstall /force

And finally, I reinstalled it
